The list of debtors to the State budget, the public social security system, the public health care system and the unemployment fund for the year 2006 has been published on the web page of the National Fiscal Administration Agency (ANAF). According to the list over 20% of the major taxpayers (companies with more than 70 million RON in turnover) are behind with their tax payments. In numbers, 146 of the 695 major taxpayers are behind with their payments. Some of them are awaiting a resolution on their request to offset debts to the State with receivables from the State, others have received a payment deferral whereas others are being foreclosed on. ANAF has started foreclosure procedures on Carpatica Commercial Bank, Banca di Roma, Beyler SA, Certasig Insurance, Dorna Lactate SA, Grup Servicii Petroliere SA, Johnson Wax SRL, Petrom SA, Ringier Romania SRL, Romtrade SRL, Telecomunicatii CFR SA and others. On the other hand, companies with huge debts to the State have received payment deferrals: Compania Nationala a Huilei, Remin SA, CFR SA, Termoelectrica SA, CFR Marfa SA.
