The Government has announced the adoption of an ordinance regulating measures to stimulate the absorption of the funds allocated for improving the quality of life in rural areas, the diversification of rural economies and the development or rural communities via the National Programme for Rural Development (PNDR).
According to the announcement, the beneficiaries of investment aid can request an advance payment from the relevant payment agencies. As for public beneficiaries, such payment can only be disbursed to communities and community associations, as well as to entities created under the public law.
To help public beneficiaries of the investment aid disbursed via the PNDR to access the amounts specified in the financing contracts signed with the Agency for Payments for Rural Development and Fisheries (APDRP), the guarantee funds can give such beneficiaries letters of guarantee in the Agency"s favour.
