Million lei worth of turf

The turf at the National Arena has already drained millions of lei from the accounts of the Bucharest City Hall, and it will continue to do so in the near future. It's difficult to understand all this effort, considering that the sport that requires this grass, football, is not exactly a top priority when it comes to renting the stadium, which is increasingly occupied by festivals and various concerts. The Bucharest Municipality announces a tender on SEAP (the Electronic Public Procurement System) for the maintenance of the turf at the National Arena. The framework agreement will have a duration of four years and an estimated total value of 46,468,876 lei. According to the announcement: "The Arena National Stadium hosts national and international sports competitions estimated at an average of 72 matches per year. In this regard, the grassed surface must be created and maintained to the standards imposed, in accordance with FIFA and UEFA recommendations, as well as the requirements of the organizers of football matches at the Arena National Stadium. The acquisition of complete and efficient services, interventions, materials specific to hybrid grass-covered sports fields for football use (seeds, fertilizers, etc.), as well as products/equipment/consumables necessary for the existing systems at the National Arena, aims to obtain and maintain a high-performance and optimally quality grass carpet that meets both the technical-functional requirements for the game and aesthetic requirements." The framework agreement will be concluded with a single economic operator, without reopening the competition. Between 1 and 16 subsequent contracts will be concluded throughout the duration of the framework agreement. For the evaluation of offers, the financial component will represent 70%, the period required for partial or total turf replacement between two events will have a weight of 20%, and the delivery period of products will be 10%. Bidders must demonstrate that they have provided similar services with a cumulative value of 8 million lei based on a maximum of six contracts. The deadline for receiving offers is October 27th.
