The Health Solidarity Federation announced the publication of the first form of the National Action Strategy against Assaults on Healthcare Professionals for the period 2026-2030, as well as the opening of public consultation on the document. According to the trade unionists, the strategy is addressed to the Government, the Ministry of Health, Parliament and institutions with responsibilities in the field, representing a response to a phenomenon that has gone beyond the level of isolated incidents.
• Eight pillars of intervention
The document proposes a plan structured on eight main directions: governance and institutional responsibility; legal framework and law enforcement; physical and technological security in units; operational management of violence situations; staff training and organizational culture; unitary reporting system and National Observatory; legal and psychological support for victims; integration of staff safety into accreditation standards. The Federation calls for the rapid adoption of the strategy and the establishment of an inter-ministerial implementation mechanism.
• Legislative proposals and urgent measures
Priority areas include: introducing a specific crime for assaults on medical personnel; ex officio criminal prosecution; standardizing security in hospitals; creating a national system for reporting assaults; post-incident support programs for victims.
The strategy comes against the backdrop of recent incidents, including the assault of doctors at medical facilities in Târgu Jiu and Borşa. The Department for Emergency Situations has qualified the hitting of a doctor during resuscitation as an act of "extreme gravity”. World Health Organization data indicates that between 8% and 38% of health workers are victims of physical violence in their careers, and the European Federation of Nurses estimates that the risk can reach up to 80% in some countries.
• Reaction of the Minister of Health
Minister Alexandru Rogobete said that violence against medical personnel will not be tolerated and that their safety is a priority. He asked hospital managers to adopt urgent measures, including: updating security procedures; re-evaluating access to units; strict enforcement of visiting rules. The final form of the strategy will integrate the conclusions of two conferences scheduled in Cluj-Napoca and Târgu Mureş, dedicated to the quality of professional life and the legislative framework in the field.
