The National Alliance of Student Organizations of Romania (ANOSR) requests the Ministry of Education to modify the methodological norms regarding rail and metro transport facilities for students. The request comes after the new identity cards no longer contain information about residence, an essential aspect for granting discounts.
• Reductions limited by the current legislative framework
According to OUG no. 156/2024, students benefit from a 90% discount for internal rail and road transport only on the route between the university center and their place of residence. The norms updated by HG no. 535/2025 oblige students to present both their transport ticket and their identity card to prove their place of residence.
• Difficulties for holders of new documents
The new identity documents no longer include the home address, which blocks students' access to the 90% discount. Without this information, ticket offices cannot verify the eligibility of beneficiaries.
• Solution proposed by ANOSR
Representatives of the student organization propose as an alternative the use of the certificate of domicile and residence, issued based on data from the National Registry of Persons. This can also be obtained in digital format, being a fast and accessible solution.
• Call for urgency
ANOSR demands that the legislative amendments be adopted by the beginning of the academic year, in order to avoid blockages and difficulties among students. The organization emphasizes the importance of a rapid implementation of the amendments so that young people are not deprived of their rights.
