New competition for school principals: grid tests, interview and managerial project

The Ministry of Education and Research has launched a public consultation on the methodology for organizing the competition for the positions of principal and deputy principal in state pre-university education units. The document establishes the conditions of participation, the competition tests and the evaluation method of candidates aspiring to head schools. The methodology applies to special education units and school centers for inclusive education and regulates both the competition itself and the procedures for appointing and dismissing principals and deputy principals.

Minimum five years of experience for candidates

According to the project, full-time teachers in pre-university education who have a minimum of five years of experience in the education system can participate in the competition. Registration will be done exclusively online, with the necessary documents to be uploaded to a dedicated IT application. The competition will include three distinct tests, each of which is eliminatory or has minimum promotion requirements. The first stage is the test to assess personal skills and abilities. Candidates will have a maximum of 60 minutes to complete a standardized test with 20 questions with a single correct answer. Each correct answer is worth 0.5 points, and the minimum passing grade is 6. This test is eliminatory, but the grade obtained will not be included in the calculation of the final average. The results can be contested within two hours of being posted.

School Management and Legislation Test

The second test consists of a written exam designed to assess knowledge of school management and legislation. Candidates will have 90 minutes to complete a test with 25 grid items. Each correct answer will be scored with 0.4 points, and promotion requires obtaining a minimum grade of 7. The evaluation will be carried out automatically, through the IT platform. The topics will be developed by the National Center for Curriculum and Evaluation and the Institute for Educational Sciences, together with experts in educational sciences and psychometrics, designated by order of the minister. Note that in the case of this test, candidates will also be able to submit appeals within two hours of the communication of the results.

Interview and management project support

The last stage of the competition is the interview, which will include the evaluation of the management project and the action plan proposed by the candidate for the targeted educational unit. The interview will also analyze digital skills, the ability to solve problem situations, as well as the way to support the management project. The duration of the interview will be a maximum of 45 minutes for each candidate, and the evaluation will be made through grades from 0 to 10 awarded by the members of the commission. The final grade will represent the arithmetic average of the scores awarded by the evaluators. To be promoted, it is necessary to obtain a minimum grade of 7. The competition calendar and bibliography will be approved by order of the Minister of Education. School inspectorates will be obliged to announce the vacant positions of director and deputy director at least 30 days before the first test, both in the press and on their own websites.
