Teachers will have a digital professional portfolio

The Ministry of Education and Research has launched a public consultation on the framework methodology for the development and management of the professional portfolio of teachers, a document that establishes how this instrument will be built and used in the evaluation of teachers' careers. According to the ministry, the new system aims to create a unified framework for highlighting the professional activity of teachers, through a portfolio that includes the main elements of the activity and career evolution.

What the professional portfolio will contain

The proposed document establishes the structure and method of updating the professional portfolio, which will include several categories of information: personal and professional identification data; teaching, learning and evaluation teaching activity;

complementary activities to the educational process; classroom management activities; evolution in the teaching career; training and professional development programs. The portfolio will represent, in practice, a complete file of the teacher's activity, updated periodically throughout the career.

Tool for evaluation and promotion

According to the project, the professional portfolio will be used in several important situations in the professional career of teachers in pre-university education. These include: the national final exam in education; awarding the teaching degree II and the teaching degree I; annual or partial evaluation of professional performance; school inspections; awarding merit grades, distinctions or prizes provided for by legislation. Thus, the portfolio would become a central tool in monitoring and evaluating teachers' activity.

Gradual introduction from the 2027-2028 school year

The Ministry specifies that the new structure of the professional portfolio will become mandatory starting with the 2027-2028 school year, thus providing time for the adaptation of the educational system and for the training of teachers. The document could be produced and stored in digital format, which could facilitate updating and access to information during evaluations or inspections.

The final form of the methodology will be established after analyzing the observations received during the public consultation. Subsequently, the document will also be discussed within the Social Dialogue Commission at the ministry level. The authorities claim that the introduction of the professional portfolio aims to increase transparency and coherence in the evaluation of the teaching career, as well as better evidence of the activities carried out by teachers in the education system.
