Competition for school inspectors - Ministry of Education proposes stricter criteria and filmed tests

The Ministry of Education and Research has put into public consultation the draft order that establishes the new methodology for organizing and conducting the competition for the position of school inspector. The document provides for strict conditions for candidates, clear incompatibilities and the obligation of audio-video recording of tests.

According to the draft, teachers who cumulatively meet several conditions can register for the competition: they are tenured in pre-university education and have an employment contract for an indefinite period; they hold a bachelor's degree; they have at least a teaching degree II or a doctorate equivalent to a teaching degree I; they have at least six years of effective seniority in the department; they have received the qualification "Very good" in the last five years; they have not been subject to disciplinary sanctions in the same period or have obtained the definitive cancellation of the sanctions.

At the same time, candidates must not have been definitively convicted of serious crimes, such as those against the life and integrity of the person, sexual crimes, trafficking in minors, corruption, forgery or aggravated theft, unless rehabilitation has occurred. Also, on the date of the competition, they must not meet the legal retirement conditions.

• Activities incompatible with the position

The draft stipulates that persons involved in commercial activities on the premises or near educational institutions, within a radius of at least 300 meters, or in activities involving the sale of obscene or pornographic materials, drugs or psychotropic substances, cannot hold positions as school inspectors. Obscene or exhibitionist activities carried out in public are also prohibited.

The position of school inspector is incompatible with: the positions of president or vice president in the leadership structures of political parties, at local, county or national level; the positions of mayor, deputy mayor, president or vice-president of a county council or of the General Council of the Municipality of Bucharest; any leadership position in trade union organizations.

• Special conditions for certain positions

For positions aimed at organizing national exams, school competitions and professional certification exams, candidates must have specializations that allow them to teach a subject from the curricular areas provided for in the framework plans.

In the case of inspectors for special and integrated education, skills and specializations that allow the development of educational activities dedicated to children with special educational needs are required. The competition will include two stages: written test and interview.
