• November 3
- The National Bank of Romania announces that, as of October 31, 2025, the foreign exchange reserves at the National Bank of Romania stood at 65,347 million euros, compared to 65,015 million euros on September 30, 2025. The level of the gold reserve remained at 103.6 tons. Given the evolution of international prices, its value stood at 11,538 million euros. Romania's international reserves (currency plus gold) as of October 31, 2025 were 76,885 million euros, compared to 75,786 million euros on September 30, 2025.

- The dollar - at the highest rate of the month against our currency: 4.4290 lei, according to the National Bank.
- The gram of gold, quoted at the minimum level of the month: 565.0116 lei, according to the National Bank.
• November 12
- The Board of Directors of the National Bank of Romania decides: to maintain the monetary policy interest rate at 6.50% per annum; to maintain the interest rate for the lending facility (Lombard) at 7.50% per annum and the interest rate for the deposit facility at 5.50%; to maintain the current levels of the minimum reserve requirements for lei and foreign currency liabilities of credit institutions.
• November 13
- The National Bank of Romania (BNR) announces that, in the period January-September 2025, the current account of the balance of payments recorded a deficit of 22,275 million euros, compared to 20,515 million euros in the period January-September 2024. In its structure, the balance of goods recorded a deficit higher by 843 million euros, the balance of services - a surplus higher by 758 million euros, the balance of primary income - a deficit higher by 1,256 million euros, and the balance of secondary income - a surplus lower by 419 million euros.
- Euro - at the lowest exchange rate of the month against the leu: 5.0839 lei, according to BNR data.
- The gram of gold reaches the maximum price of the month: 595.9054 lei, according to BNR.

- The franc reaches the maximum exchange rate of the month against our currency: 5.5259 lei, according to the NBR.
- The dollar - at the lowest exchange rate of the month against our currency: 4.3768 lei, according to the NBR.
• November 24
- The Supreme Council of National Defense approves the new national security strategy and the projects that will be financed with 16.68 billion euros from the SAFE program.
• November 25
- The NBR informs that the broad money supply (M3) recorded, at the end of October 2025, a balance of 758,346.5 million lei. This increased by 0.7% (0.2% in real terms) compared to September 2025, and compared to October 2024 it increased by 7.3% (-2.3% in real terms).
- The franc reaches its lowest exchange rate of the month against our currency: 5.4466 lei, according to NBR data.
• November 26
- Prosecutors begin searches in the Euroins case, two years after the insurance company's bankruptcy.
- Shares of the sausage and ready-meals producer Cris-Tim Family Holding debut on the BVB, after an initial public offering worth 454.35 million lei.
• November 27
- The Ministry of Finance announces that the budget deficit reached 108.87 billion lei, or 5.72% of GDP in the first ten months of 2025, compared to 109.42 billion lei, or 6.22% of GDP in the same period in 2024.
• November 28
- Ionuţ Moşteanu (USR) resigns from the position of Minister of Defense, amid controversies related to his studies.
- The Government adopts the second budget amendment of 2025, ordering the rearrangement of state priorities in order to maintain the budget deficit target negotiated with Brussels.
- Banca Comercială Română lists a new bond issue on the regulated market of BVB, worth 1.12 billion lei.
- The euro rises to the maximum exchange rate of the month against the leu: 5.0906 lei, according to NBR figures.
- The BET index, of the 20 most liquid stocks listed on the Bucharest Stock Exchange (BVB), rose 1.45% in November, to 22,843 points.
- The BET-BK index, the benchmark for the performance of equity investment funds, rose 3.58% to 4,514 points.
- Shares of energy infrastructure company Premier Energy (PE) rose 10.79% last month, marking the best performance in the BET index.
- Shares of Transport Trade Services (TTS), a freight carrier on the Danube, rose 10.16% in November, while those of electricity producer Nuclearelectrica (SNN) rose 7.14%, based on announced financial results.
- OMV Petrom (SNP) shares fell 2.76% last month.
- Shares of electricity carrier Transelectrica fell 5.17% last month as the company reported losses.
- Shares of consumer goods distributor Aquila fell 6.53%, the biggest decline in the BET index, as the company reported a sharp decline in profitability for the third quarter.
- The BET-FI index, which includes the five former SIFs and Fondul Proprietatea (FP), recorded an advance of 12.37% in November, reaching the level of 90,254 points, amid the increase in the shares of Lion Capital, Evergent Investments and Infinity Capital Investments.
