Ministry of Education proposes professional profile of school principal: focus on educational leadership and modern management

The Romanian Ministry of Education and Research has launched for public consultation the Professional Profile of the School Manager, a document that defines the role of the school principal as an educational leader and manager of the school organization.

According to the ministry, the document aims to outline expectations regarding the competencies of school principals and to provide a unified framework for their selection, training and evaluation.

It is not a job description, but a professional standard

Ministry representatives specify that the professional profile is not an actual job description, but a reference document that describes the competencies and managerial responsibilities of school principals, in accordance with the provisions of the Pre-university Education Law no. 198/2023. The document aims to ensure the uniformity of the recruitment, selection, training and evaluation processes of school principals, being developed in relation to national legislation and European standards on educational leadership.

At the same time, the profile is designed in complementarity with the professional profile of teachers, in order to create a coherent vision of educational management.

Four-level structure

Conceptually, the professional profile of the school principal is organized on four main levels: Axiological level - the fundamental values that must guide the school manager's activity; Transversal level - the transversal competencies necessary for leading an educational organization; Professional level - general and specific competencies for school management;

Functional level - behavioral descriptors that indicate the concrete way of manifesting competencies. This architecture aims to define a modern model of educational leadership, aligned with European practices.

Five major competencies for school principals

The document also proposes a set of five major competencies that define the role of the school manager in managing the educational unit. These aim to:

exercise educational leadership; efficient management of organizational resources; support for the professional development of teaching staff; ensure the quality of the educational process; strengthen the relationship between the school and the community. Through these competencies, the ministry outlines the role of the school principal as a leader of the educational community, responsible for developing an institutional culture oriented towards learning, inclusion, performance and collaboration.

Public consultation before adopting the document

The final form of the document will be established after analyzing the proposals and observations received during the public consultation, as well as after the debate in the Ministry's Social Dialogue Commission. The initiative is part of a broader process of reforming educational management in the Romanian pre-university system, in the context of the implementation of the new education legislation.
