Graduates of educational institutions in the 2026 class must register with the county employment agencies within 60 days of completing their studies, in order to benefit from free career counseling services, training and employment support measures, according to the Ministry of Labor. According to the legislation in force, graduates are those who have obtained a diploma or certificate of studies in secondary, vocational, special, high school, post-secondary or higher education, whether state or private, authorized or accredited.
• The deadline also applies to high school graduates without a Baccalaureate
According to the Ministry of Labor, in the case of high school graduates, the 60-day deadline begins to run from the day following the graduation date, regardless of whether the Baccalaureate exam was passed or not, according to the provisions of Order no. 3463/2025. Students who have not completed their schooling in all subjects can register within 60 days of passing the remedial exams, the date being certified by the certificate issued by the educational institution.
• Registration with the AJOFM, mandatory condition for granting facilities
According to the National Employment Agency (ANOFM), registration as a person looking for a job is a mandatory step for accessing the benefits provided by Law no. 76/2002 on the unemployment insurance system and stimulating employment.
Graduates registered with territorial agencies benefit from free information and professional counseling services, labor market mediation, vocational training programs and employment incentive measures, including the granting of bonuses.
To register, graduates must present: their identity document; graduation diploma or a certificate showing the date of completion of studies; curriculum vitae (CV); self-declaration on health status (standard form); agreement on the processing of personal data (standard form).
• Unemployment benefit for six months
According to the National Employment Agency, after the expiration of the 60-day period after graduation, people who have registered as looking for a job may request unemployment benefit for a period of six months. Its value is 50% of the Social Reference Indicator (ISR) in force. Currently, the ISR is 660 lei, which means that the monthly benefit amounts to 330 lei. However, people who refuse a job that matches their qualifications or who participate in employment and vocational training programs offered by the ANOFM cannot benefit from this support.
• The insertion bonus can reach 1,980 lei
Law no. 76/2002 also provides for the granting of an insertion bonus for graduates aged at least 16 who register with employment agencies within 60 days of graduation and are employed full-time for a period of more than 12 months. According to the Ministry of Labor, the value of the bonus is equivalent to three times the Social Reference Indicator in force. At the current level of the ISR, of 660 lei, the insertion bonus reaches 1,980 lei. The measure aims to facilitate the integration of young people into the labor market and stimulate long-term employment.
