Although Nicuşor Dan obtained 6,186,642 votes in the second round of the presidential elections, we believe that very few of those who voted for him read the vision of "Honest Romania" - the electoral program of the future president of the country.
Because the ideas and principles in this electoral program should be transformed into a country program that should have the support not only of Nicuşor Dan's voters, but also of the remaining 5,339,053 voters of George Simion, since the elected president does not have a political party or a well-defined administrative structure behind him, we asked ChatGPT to transform Dan's vision into such a program.
Here is what came out:
"Our vision for Romania is one of balance between modernization and institutional coherence, between economic dynamism and social protection, between national identity and European integration. We want a competently governed country, in which citizens benefit from efficient public services, the administration operates without bureaucratic blockages, and the economy is stimulated by clear and stable rules.
• DOMESTIC POLICY AND ADMINISTRATIVE REFORM
Romania needs a profound reform of its political and administrative system, in order to become a functional, modern and efficient country. We will start by reducing bureaucracy, analyzing administrative processes together with the business environment, professional organizations and experts, in order to simplify procedures and digitize public services where possible. This transformation will be complemented by an administrative-territorial reorganization, which will emphasize economic growth poles and the merger of unviable units, while maintaining citizens' rapid access to basic services. In parallel, access to public office will be redefined: recruitment criteria and promotion will be oriented towards competence and merit, not towards mechanical memorization of laws. The electoral process will also be modernized - we will return to electing mayors in two rounds, we will reduce the barriers for candidacies and we will ensure the representativeness of the diaspora, within a unitary and transparent Electoral Code.
• ECONOMY
Romania's economy must become competitive, fair and predictable. We will digitalize ANAF and we will fight firmly against large-scale tax evasion, especially that from imports, which creates an unfair competitive climate. We will eliminate tax privileges for interest groups and adopt fair taxation. At the same time, public spending will be subject to strict evaluation, in order to eliminate waste and make the use of resources more efficient. State-owned companies will be removed from political logic and placed under the leadership of professional management, and in the energy sector we will create a National Strategic Champion, capable of ensuring energy security, offering competitive prices and supporting long-term investments. Economic development will be guided by clear strategies - we support technologies emerging sectors, such as artificial intelligence, cybersecurity or semiconductors, but also traditional industries with competitive advantages, such as energy and the automotive industry. We will invest heavily in the irrigation system, to transform agriculture into a pillar of the economy, and the agro-industrial sector will be supported to expand its processing and export capacities. SMEs will have easy access to European funds, and the private sector will benefit from a stable fiscal framework, without arbitrary changes and without bureaucratic obstacles.
• HEALTH
A high-performance health system begins with its digitalization: we will introduce the electronic patient file, online appointments, telemedicine and other digital solutions that will reduce bureaucracy and increase efficiency. The financing of medical services will be reformed by supporting primary and outpatient medicine, so that patients have quick and efficient access to care. We will build, together with specialists from the public and private sectors, a national long-term health investment strategy, which will clearly define the roles of family doctors, polyclinics, local hospitals and university hospitals. We will expand the network of addiction treatment, especially for drug addiction, and create incentives for medical personnel who choose to work in remote or disadvantaged areas.
• EDUCATION
Education is the foundation of a prosperous and equitable society. We will professionalize the human resource in education, through competitive salaries, quality continuing training and meritocratic promotion. We will review school curricula to encourage critical thinking and train teachers in the spirit of developing analytical intelligence. Pre-university and university education will be correlated with the needs of the real economy, and early education will benefit from investments in nurseries and qualified personnel. To reduce school dropout, we will implement concrete social measures - hot meals, free transport and support for teachers in vulnerable areas.
• JUSTICE
A genuine rule of law requires a functional and independent judiciary. We will strengthen the fight against corruption, focusing on the major areas of concern - tax evasion, real estate mafia, timber mafia and drug trafficking. The Judicial Inspection will be reformed to become efficient and impartial, and judicial procedures will be accelerated by resolving recurring cases and balancing the workload in the courts. The promotion of magistrates will be carried out on meritocratic criteria, through broad consultations among the profession. The Constitutional Court will be reformed so that judges come exclusively from among magistrates with relevant experience.
• ENVIRONMENT
Environmental protection is a national responsibility. We will replace the unprofessional management of environmental institutions and modernize the Environmental Guard, equipping it with modern equipment and sufficient staff. We will firmly fight against illegal logging, through the reform of Romsilva and the establishment of a specialized structure within the General Prosecutor's Office. Urban planning will become responsible, and speculative developments will be stopped by professionalizing the State Construction Inspectorate and through a new Urban Planning Code. We will support the circular economy, encouraging industries based on recycling and reuse.
• CULTURE
Culture is the soul of a nation. We will launch national programs dedicated to children and young people's access to cultural events and we will digitize heritage. Contemporary creation will be actively supported, and the state's relationship with the creative sector will be reformed through direct dialogue. We will promote Romanian culture internationally through cultural diplomacy, presidential patronage and strategic partnerships. National heritage will be protected and valorized through exemplary restorations and the reform of approval mechanisms.
• SOCIAL POLICIES AND EQUAL OPPORTUNITIES
A fair state means functional and accessible social services. The pension system will become simpler and fairer, without unnecessary bureaucracy. Social services will be extended at local level for children, vulnerable young people, people with disabilities and the elderly. We will reform social benefits, correlating benefits with measures for integration into work and education. The social assistance system will be professionalized, and long-term care for the elderly will become a national standard. We will guarantee access to decent housing by applying the "housing first" principle and we will support women's participation in the labor market by developing the network of nurseries. We will combat domestic violence through support centers and information campaigns.
• FOREIGN POLICY AND SECURITY
Romania's foreign policy will be based on strengthening transatlantic relations, consolidating NATO and the strategic partnership with the US, as well as on active involvement in the European defense architecture. We will support national military production and reduce strategic economic dependencies through partnerships with democratic states. Defense will benefit from investments of up to 3.5% of GDP, and hybrid warfare will be fought through specialized structures and advanced technologies. Romania will be a strong voice in the European Union, supporting the expansion to the Republic of Moldova and the Western Balkans.
• REPUBLIC OF MOLDOVA
For the Republic of Moldova, Romania will be a constant and active ally. We will firmly support its European path, support Romanian investments through guarantee funds, expand joint infrastructure projects and strengthen educational and cultural cooperation. Romanian institutions that interact directly with Moldovan citizens will be cleansed of corruption and bureaucracy.
• DIASPORA
For Romanians abroad, we will modernize consular services and create support structures for those who wish to return to the country. We will develop a coherent network for teaching the Romanian language in the diaspora and ensure real, proportional political representation to give voice to the millions of Romanians abroad."
Of course, this entire program needs targets and deadlines for implementation, deadlines that extend throughout the five years of the presidential mandate, provided that most of the milestones are reached in the first three and a half years, that is, until the parliamentary elections in 2028. Otherwise, we risk finding ourselves again in the situation we were in November-December 2024 and on May 4 and 18, 2025.
