Each dimension of the index corresponds to a constitutional article. The upper limit BIEL = 100 corresponds to full conformity with all the criteria of the Constitution. No real system attains this limit in 2026.

BIEL = BIEL-G × 0.80 + BIEL-F × 0.20
BIEL-G - The General Index: 10 equal dimensions (D1-D10), each corresponding to a criterion of admissibility from Articles 16-25 of the Constitution (E).
BIEL-F - The Financial Subindex: two equal components - F1 (interest, Articles 5 and 87) and F2 (structural debt, Articles 6 and 87).
