The tournament, hosted mainly by the United States and co-organized by Mexico and Canada, is estimated to attract between 5 and 10 million foreign visitors. The measure is launched amid concerns about fan access, generated by the Trump administration's restrictive migration policy. The "FIFA permit” is not a visa, but a mechanism to reduce appointment times at US consulates. "This will allow real fans to come under better conditions, right from the visa stage,” said FIFA President Gianni Infantino, who was present at the event. Secretary of State Marco Rubio said security standards remain unchanged: "Your ticket is not a visa. The vetting will remain as rigorous.”
