Ministry of Health clarifies the issue of insurance for resident doctors

Romania's Minister of Health, Alexandru Rogobete, announced that he held a meeting with representatives of the National Union of Insurance and Reinsurance Companies of Romania (UNSAR) and with the president of the Romanian College of Physicians, Cătălina Poiană, to discuss clarifying the professional insurance framework for resident doctors. According to the minister, the objective of the meeting was to establish clearer rules regarding malpractice insurance policies and the status of doctors in residency training, in a context in which more than 22,000 resident doctors are currently active in Romania.

The need for a clear legislative framework

The Minister of Health emphasized that resident doctors represent an essential component of the healthcare system, as they work daily in hospitals during their professional training.

"Today, Romania has more than 22,000 resident doctors - young professionals in training who work every day in hospitals and who must be able to practice their profession within a clear, predictable and fair framework,” Alexandru Rogobete wrote in a post published on Facebook.

The discussions focused on clarifying the legislative framework governing professional liability insurance policies and on identifying solutions for building a coherent protection system for both medical staff and patients.

Protection for doctors and patients

According to the minister, medical practice must take place in a safe environment where responsibilities are clearly defined and protection mechanisms function efficiently.

"We analyzed together the steps needed to establish clearer rules regarding professional liability insurance and the status of residents in relation to the Romanian College of Physicians. Essentially, our discussion was about how to ensure that medical staff are protected in the exercise of their profession, while patients benefit from safety and accountability in medical care,” the minister said.

A sensitive topic within the healthcare system

The issue of malpractice insurance for resident doctors has been repeatedly debated in recent years within the Romanian healthcare system, particularly regarding the professional responsibility of doctors who are still undergoing training.

Representatives of the medical sector have frequently pointed to the need for a clearer legislative framework that would define the responsibilities of resident doctors, supervising physicians and healthcare institutions. The discussions initiated by the Ministry of Health could represent a first step toward legislative changes aimed at clarifying these aspects and reducing legal risks for young doctors at the beginning of their careers.
