The National Health Insurance House (CNAS) has achieved annual savings of over 66 million lei following administrative reorganization measures, reduction of management positions and staff reduction, according to the institution's president, Horaţiu Moldovan. According to data presented in an official press release, in the last two years, based on the provisions of Law no. 296/2023, CNAS has implemented a broad administrative restructuring process.

The main measures included: reducing the share of management positions from 12% to 8%; merging 73 structures at the level of CNAS and county health insurance houses; reducing the total number of employees.

Following these measures, the institution generated annual savings estimated at over 66.6 million lei.

Fewer employees, but much higher volume of activity

According to the CNAS management, the system currently operates with almost 28% fewer employees compared to 2008, given that the volume of medical services administered has increased significantly. Thus: the number of services managed is over 11 times higher; the institution's financial exposure is over eight times higher. Official data shows that the level of administrative expenses of the CNAS remains well below the legal ceiling: administrative expenses represent 0.84% of the budget; personnel expenses are 0.59%, compared to the legal limit of 3%. The institution's management believes that these percentages indicate a minimum level of operating costs compared to the volume of funds managed.

Major risks in the event of additional cuts

The CNAS President warned that any additional staff cuts would bring limited savings, but would increase operational risks. According to him, an error or fraud of just 1% of the budget of the National Single Health Insurance Fund (FNUASS) could generate losses of approximately 160 million euros annually, i.e. over ten times more than the savings obtained through restructuring. The official stressed that the role of the institution remains to protect the financial stability of the public health system and patients' access to medical services.
