The Minister of Education and Research, Daniel David, will present today the "Diagnostic Report on Education and Research in Romania. Current Achievements and Implications for New Reforms in the Field", known as the QX Report. According to the ministry, the report will be accompanied by a public debate with the participation of experts and relevant actors in the field of education and research.
• QX Report, in coordination with OECD
The document will be correlated with the OECD Country Report for Romania - the "Education & Skills" component, which is to be officially presented on May 27, at the Aula of the Romanian Academy, in the presence of the OECD Director for Education and Skills, Andreas Schleicher, and Minister Daniel David. The QX Report includes both a diagnostic component, supported by data, and proposals for scientifically substantiated reforms, inspired by European and international good practices. According to Minister David, some of the recommendations come from internal reflexive analyses, not influenced by ideologies.
"The proposed reforms are not ideologically guided. They can constitute a relatively stable architecture for the Romanian education and research system in the long term," the minister explained, adding that they can be adapted by governments, regardless of political orientation.
• Questions and unknowns of the future
The name of the report - QX - reflects the intention to build a system that "intelligently problematizes (Q - Questions) in order to be able to face the unknowns of the future (X)," said Daniel David. The minister acknowledged that the reform commitments assumed upon taking office were affected by the overlapping economic and political crises, which imposed budgetary and strategic limitations. Nevertheless, the QX Report is presented as a rigorous starting point for coherent and realistic public policies.
