The Romanian College of Physicians claims that the current form of the draft of the new Law on Remuneration does not adequately reflect the responsibility of the medical profession, the complexity of the activity carried out and the high level of training required to exercise the medical act. In a public position, the professional organization states that the legislative project under debate does not sufficiently take into account the duration and requirements of the professional training process, the degree of specialization of doctors and the major social impact of medical services. At the same time, CMR representatives criticize the fact that the institution was not consulted during the public debate organized by the Ministry of Health on May 27, 2026.
"We believe that completing the public consultation stage without requesting a point of view from the Romanian College of Physicians does not contribute to the consolidation of an institutional dialogue based on transparency, representativeness and constructive collaboration", states the official position of the organization.
• Requests regarding salaries and on-call duty
The College of Physicians believes that the future law must respect the principles assumed at the beginning of the drafting process, namely legality, non-discrimination and stimulation of professional performance. In this context, the organization proposes: increasing the salary coefficients for all professional categories in the medical system; increasing the income of resident physicians, specialists and mayors; maintaining the 100% increase for on-call duty performed on weekends and on public holidays; eliminating situations in which professional promotion can lead to a decrease in income.
According to the doctors' representatives, the salary system must stimulate professional development and the assumption of additional responsibilities, not generate contrary effects.
• Call for unity of the medical profession
In the message sent to its members, the CMR calls for professional solidarity and support for a common position in the negotiations on the new law. "The Romanian College of Physicians is and will remain an active partner in defending the professional rights and interests of all doctors, regardless of where they work," the official press release states. The organization emphasizes that the recognition of the responsibility, competence and professional performance of doctors must be concretely reflected in the future salary scale, given the essential role of medical personnel in the functioning of the health system. The CMR's position joins the requests made in recent weeks by other professional categories in the public sector, including representatives of culture and education, who demand the re-establishment of salary scales depending on the level of responsibility and the complexity of the activity performed.
