The Ministry of Education has sent a series of clarifications regarding this year's tenure exam, in response to numerous questions and interpretations that have appeared in the public space. The institution specifies that the 2025 national tenure exam will be organized according to the already known and announced procedures. There are no changes for this exam session.
• The proposals for change target the following years
The discussions about a possible change in the way tenure is organized target only the following years, as part of a vision contained in the Diagnostic Report on Education and Research, presented by Minister Daniel David. These proposals will be analyzed and discussed with social dialogue partners before any implementation.
• Teacher evaluation every 5 years: it is not a new exam
Another topic of public interest is the evaluation of teachers every 5 years. The Ministry emphasizes that this summative evaluation does not involve taking a new tenure exam. The aim is to analyze whether minimum professional standards are being met.
The proposed evaluation would include feedback from the school principal, colleagues and beneficiaries (students and parents). Teachers who do not meet the standards will be supported through professional training programs for two years.
• What happens if standards are not met after 2 years
If the teacher still does not meet the standards after this period, the permanent contract could be converted into a fixed-term one. However, the authorities emphasize that this is not about losing jobs or taking new national exams every 5 years. The Ministry of Education assures teachers that the 2025 exam will be held normally, without changes. Possible reforms regarding the tenure process and periodic evaluation of teachers are only proposals in the consultation phase, with no immediate effects.
